We want to make sure victims and survivors of group-based child exploitation (CSE) are at the centre of this Inquiry. We’re currently developing two key documents to help ensure this:
- A Victims and Survivors Charter, which sets out what people can expect from us — including how we will treat people and the standards we will hold ourselves to
- An Engagement Strategy, which explains how this will work in practice — including how people can engage with the Inquiry, how we will listen, and how we will respond
We are in the process of testing this directly with victims and survivors to make sure it is clear, realistic and works in practice.
We have started engaging with a range of survivor‑led and survivor‑anchored organisations across the country, as well as individuals with lived experience. These are a series of informal conversations where we are asking what works, what does not, and what may be missing.
Feedback from these sessions is being used to shape both the Charter and the Engagement Strategy before they are finalised by the end of June 2026. This work is already underway and will continue over the coming weeks.
We are taking this approach deliberately. It allows us to test the detail in a safe and focused way, while also ensuring we hear a range of perspectives. It also helps us build something that can be delivered in practice, and works for the people it is intended for.
