Protocol on Ciphering and Anonymity

The Inquiry has now published its Protocol on Ciphering and Anonymity.

The Protocol sets out how ciphers will be used to protect the identities of victims and survivors who are entitled to anonymity. It also explains the treatment of other identifying information and the approach to requests from individuals who wish to be identified publicly.

The Inquiry anticipates that victims and survivors may have questions about the Protocol. To ensure that it reflects the needs and best interests of those it is intended to protect, the Inquiry welcomes any feedback or questions arising.

Template witness statement for waiving anonymity

The Inquiry has also published a template witness statement for individuals who have been granted anonymity by the Inquiry and wish to waive that anonymity.

The template is intended to assist individuals who choose to do so. Any decision to identify oneself publicly is entirely voluntary.
